Regulation (EU) 2026/1744, known as the Digital Omnibus on AI, amends Regulation (EU) 2024/1689 on artificial intelligence. It was adopted on 8 July 2026, published in the Official Journal on 24 July and entered into force on 27 July 2026.

Among its changes: it postpones the high-risk obligations to 2 December 2027 for Annex III systems and 2 August 2028 for Annex I systems (Article 113(c)); it adds two prohibited practices, generating or manipulating intimate or sexually explicit images, video or audio of identifiable people without their consent and generating child sexual abuse material within the meaning of Directive 2011/93/EU, applicable from 2 December 2026 (Article 5(1), points (ba) and (bb)); it gives providers of systems generating synthetic content placed on the market before 2 August 2026 until 2 December 2026 to comply with Article 50(2) (Article 111(4)); it rewrites AI literacy (Article 4); it creates the small mid-cap category (Article 3, point 14b), with reduced fines (Article 99(6a)); and it moves to 2 August 2027 the deadline for each Member State to have an AI regulatory sandbox in operation (Article 57(1)).

The articles in this section, written in Spanish, follow the Omnibus from the proposal and the European Parliament vote to its entry into force.
